In Short — Official Dubai Municipality Permit Summary

Dubai Municipality (DM) approval is the statutory building and fit-out permit required for structural alterations, commercial interior fit-outs, mezzanine floors, and MEP installations across mainland Dubai. Submissions are processed through the official Dubai Building Permit System (BPS) by licensed engineering contractors. Technical reviews typically take 3 to 7 working days once code-compliant architectural, structural, and civil defence drawings are submitted.

Scope & Applicability

Do You Need Dubai Municipality Approval?

Under Dubai Building Code (DBC 2021) and Local Law No. (16) of 2009, all structural alterations and interior commercial modifications on mainland Dubai require an official municipal permit. Review the classification below:

Mandatory DM Permit Required
  • Commercial Fit-Outs: Offices, retail shops, restaurants, clinics, showrooms, and warehouse offices.
  • Structural Alterations: Mezzanine floor installation, slab openings, staircase additions, or load-bearing wall changes.
  • Internal Partitioning: Full-height block or gypsum partitions altering escape corridors or space geometry.
  • MEP Modifications: HVAC re-ducting, fresh air calculations, plumbing relocation, and electrical load additions.
  • Change of Activity / Use: Converting retail to restaurant, residential to commercial, or warehouse to production.
Exempt / Landlord NOC Only
  • ✓Cosmetic Wall Finishes: Interior repainting, wallpapering, and non-structural decorative surface cladding.
  • ✓Direct Floor Covering: Loose carpet tiles or vinyl overlays without breaking base screed or structural slab.
  • ✓Movable Loose Furniture: Replacing desks, chairs, and freestanding shelving that do not obstruct exit doors.
  • ✓Like-for-Like Electrical Fixtures: Changing burnt-out light bulbs or replacing existing switches without rewiring.
Note: Even exempt decorative works require an internal No Objection Certificate (NOC) and contractor gate pass from your building management or master developer.

Cost Drivers

Authority Fees & Security Deposit Structure

Official Dubai Municipality fees are transparently paid directly to the government through the BPS payment gateway:

  • Municipal Permit Fee: Calculated per square foot or as a percentage of estimated fit-out cost based on project type.
  • Refundable Insurance Deposit: Held by Dubai Municipality during fit-out execution to guarantee code compliance; refunded upon final BCC inspection.
  • Building Management Deposit: Developer-specific security deposit (refundable) depending on tower rules.
Engineering Prevention

Common DM Rejection Reasons & How We Prevent Them

Most permit rejections in Dubai are caused by avoidable architectural and MEP drawing discrepancies. Here is how Goldland's licensed engineers ensure first-pass approval:

Comment: Exit Corridor Clearance Below 1.2 Meters
Why it happens: Partition drawings narrow the escape travel pathway below Dubai Building Code minimums.
Goldland Solution: Goldland re-routes partition layouts with verified corridor widths and door swing radiuses before portal filing.
Comment: Ceiling Clear Height Under 2.40m
Why it happens: HVAC duct bulkheads dropped too low, violating commercial habitable volume standards.
Goldland Solution: Our MEP engineers coordinate 3D duct elevations and slimline fan coil unit (FCU) routing to maintain required headroom.
Comment: MEP & Fire Sprinkler Obstructions
Why it happens: New acoustic meeting pods or full-height glass partitions blocking base building sprinkler spray coverage.
Goldland Solution: We prepare integrated fire protection drawings, relocating sprinkler drops to maintain NFPA 13 coverage.
Comment: Mezzanine Floor Load Capacity Discrepancy
Why it happens: Building mezzanine without certified slab point-load calculations or structural steel details.
Goldland Solution: We deliver full structural calculations and base connection details certified by licensed structural engineers.

Frequently Asked Questions

Dubai Municipality Fit-Out Approval FAQs

Verified answers to the most common questions regarding DM building permits in Dubai.

How long does Dubai Municipality take to approve a commercial fit-out?+

Once complete architectural and MEP drawings are uploaded to the Dubai Building Permit System (BPS), standard review typically takes 3 to 7 working days. If the municipality engineer issues technical comments, resubmission review generally takes 2 to 4 working days.

Can I start construction or demolition before the DM permit is approved?+

No. Carrying out demolition or fit-out works prior to obtaining the official DM Building Permit is strictly prohibited under Dubai law and results in municipal stop-work notices and heavy fines. All on-site mobilization requires the stamped permit.

What is the difference between Dubai Municipality and Dubai Civil Defence approvals?+

Dubai Municipality (DM) approves architectural zoning, structural integrity, space usage, and building code compliance. Dubai Civil Defence (DCD) specifically approves life safety systems: fire detection, sprinkler distribution, emergency escape routes, and fire-resistant materials. Both approvals are mandatory for commercial fit-outs.

How much is the Dubai Municipality security deposit, and is it refundable?+

Dubai Municipality requires a refundable security deposit prior to issuing the fit-out permit (calculated based on project size and classification). This deposit is 100% refundable upon final site inspection and issuance of the Building Completion Certificate (BCC).

Do I need DM approval for painting and cosmetic updates?+

Non-structural cosmetic works such as interior repainting, direct carpet overlay, or minor decorative wallpapering do not require an official DM permit. However, you will still need an internal NOC and contractor work permit from your building management.

Who is authorized to submit drawings to the Dubai Municipality BPS portal?+

Only licensed engineering consultancies and DM-approved contracting firms registered with Dubai Municipality can submit drawings and applications through the official Building Permit System (BPS). Tenants or owners cannot apply directly.

Does a warehouse mezzanine floor always require a structural stability certificate?+

Yes. Adding a mezzanine floor alters the structural loading and dead weight on the warehouse foundation slab. Dubai Municipality requires certified structural calculations, steel fabrication drawings, and a foundation stability certificate signed by a licensed structural engineer.

What happens if unauthorized fit-out work was previously done by an old tenant?+

Goldland provides retrospective regularization services. Our engineering team conducts an as-built laser survey, drafts regularization drawings, coordinates any necessary fire safety retrofits, and submits for municipality regularization to clear any existing violations.
